Abstract: The U.S. health care system encompasses not only a formal safety net but also an informal, fragmented “Third Net” of mobile, pop-up, and makeshift clinics that provide low-cost or free care to undocumented, uninsured, and low-income migrants excluded from conventional services. By examining these diverse alternative care sites, Lisa Sun-Hee Park, Erin Hoekstra, and Anthony M. Jimenez illuminate how the Third Net both sustains marginalized populations and exposes the structural inequities and limitations embedded within the broader U.S. health care system.
