Do Human Capital Decisions Respond to the Returns to Education? Evidence from DACA

The Department of Homeland Security issued a final ruling to preserve DACA. In this ruling, DHS has cited a paper by GMC affiliate Kevin Shih and used the paper as evidence of the important benefits of DACA on the educational attainment of undocumented youth.
